Thank you very much for the long call.  Briefly, I come from a legal and
environmental background. I hold qualifications in both fields. Currently,
I am full time with a company called Shearwater which operates in Zimbabwe,
Zambia and Botswana. I am in charge of both their public relations and
corporate affairs. A click of my names on the google search engine will
give you more information about me. I have been here in Victoria Falls for
more than 15 years in the tourism sector.

I take it that this great universal initiative of establishing a memorial
park already has a logframe in place and possibly a Gant chat with time
frames within which it has to be operational by. I will however provide a
rough sketch of areas that will require financing as we all try to acquire
the land at the best location in the resort town.

There are basically four stages of meetings that I have to undertake.

1.      Management meeting: This is a kind of meeting where I meet the CEO
and senior management of the potential land owners with intent that I
negotiate for the allocation of the land. In pursuit of the National
Railways of Zimbabwe land, I have to drive to Bulawayo for such a meeting
and would require fuel, accommodation for two nights, toll gate fees and
food.

2.      Technical staff meeting: After the first management meeting, at
least two engineers from National railways will have to be dispatched to
Victoria Falls to view the chosen area and assess it. They have to pass
judgment on whether or not the intended project may interfere with
locomotive operations. If the chosen land is unsuitable, they have to
recommend another piece of land. The costs of bringing these two are
similar to those in paragraph 1 above.

3.      Board presentation: The Board may require that a presentation be
made to it before passing a resolution to allocate the land. Board meeting
are carried out in Bulawayo. The same terms and conditions as provided in
paragraph 1 will apply.

4.      Legal team: This is the last stage before the contract/lease is
given out. Legal provisions, lease fees and other terms and conditions of
the agreement have to be negotiated and agreed upon by the legal team.
Exchange of documents usually happens on emails and once everything is
agreed on, the principals will travel for a signing ceremony.

The distance between Bulawayo and Victoria Falls is 440 kilometres and
there are two toll gates in between.

If the land is to be acquired from the Hwange rural district council, the
process will be generally the same as the department of physical planning
will have to travel to Victoria falls in the stead of engineers to create
the land.

5.      Local council: It is unlikely that land may be acquired from the
local authority but if that is to happen, there are no travel costs
involved. Meetings will be held locally. The first meeting will be held
with the CEO and his team and then the technical team which includes the
town planning office. Thereafter, meeting with the mayor and then a full
council meeting. Costs may be for meals during the meetings and fuel for
local use.

6.      Consultation fees for phone calls and data as well as intellectual
consideration may be due and payable firstly as a deposit and the last
portion at the delivery of the result.

7.      The cost of doing the job may be paid stage by stage.

Take note that consulting national railways will be done at the same time
that consultation of the local City council will be done. The Hwange rural
district council shall only be consulted if no land is found from the first
two options.
